The Department is pleased to announce the release of Direct Loan (DL) Tools for Windows, Version 3.1. This release includes updates made to the DL Tools, Version 3.0 software product. DL Tools is a multi-cycle application designed to help you perform the following tasks: rebuild loan and disbursement data in EDExpress using an automated process; compare the 732 and/or SAS reports to loans and actual disbursements recorded in EDExpress or an external file, and/or compare the reports to the DL Tools Cash Database; print the 732 and/or SAS reports in readable formats; and track cash receipts (drawdowns) and returns of excess cash for Direct Loan.

The Department is pleased to announce the posting of the 2004-2005 XML ISIR. The XML schema describes in detail the structure of the XML ISIR document. It is intended for the application developers who are familiar with the tools and technologies around XML. The ISIR record layout/data description lists all the XML tags available for the ISIR record, provides a brief description of the field and lists valid field content for each tag. The 2004-2005 ISIR field number is also provided as a reference. A sample ISIR in XML format is included in this posting. For informational purposes, the sample ISIR contains values for all possible ISIR fields.

The U.S. Department of Education is pleased to announce the availability of the CPS Test System for 2004-2005. Users may be interested in testing with CPS if they develop their own software or are a software development company supplying schools with software that sends data to, and receives data from, the CPS.

The latest copy of the Message Table Distribution file (messagtb) is now available on FSADownload. This file may be imported into the EDconnect software, and adds the message class, PGNS04OP, under the 2003-2004 COD cycle. Additionally, the mailbox for messages classes DLCM01OP, DLFM01OP, and DLFF01OP has changed from TG65526 to TG58647. Finally, all Direct Loan message classes for the 97-98 cycle will be deleted, as well as PGRFMS message classes for the 98-99 and 99-00 cycles.

The Department is pleased to announce the posting of the 2004-2005 ISIR Guide. The ISIR Guide assists financial aid administrators (FAAs) in interpreting student information from an Institutional Student Information Record (ISIR), which is an electronic record that is sent to the institution. The term ISIR refers to all processed student information records that are sent electronically directly to institutions by the Central Processing System (CPS).

The Department is pleased to announce the posting of the updated CPS Test System User Guide. The updated guide includes an Appendix that lists the pages that have changed. The CPS Test System User Guide describes the CPS Test System which is designed to allow schools to test electronic application and/or correction data from their system with the CPS. The CPS can provide test files of application records and matching ISIRs to be used for the tests. As an alternative, schools can submit application and renewal records they have created to match the school's expected results. The updated Full Participant message classes are now available in this pre-release of Volume II, Section 2 - Full Participant Message Classes of the 2004-2005 COD Technical Reference. The complete 2004-2005 COD Technical Reference will be published in early November.

The cover letter and installation guides have updated instructions for installing an upgrade of EDconnect if your database is on a network server. The new message table contains a header for version control. With each transmission, EDconnect will look at the version of the message table and determine if it should be imported or ignored.

EDconnect Version 5.3.0, which transmits Title IV data through the Internet, is now available to download. An updated Cover Letter, Installation Guide, Desk Reference, and EDconnect 5.X Error Code List are available to assist you as you install and use the software. This updated release includes the 90-day password expiration for user login ids and network password, and the use of 50 byte batch numbers. See the Cover Letter for a full list of enhancements.

An updated version of the TDCommunityManager (TDCM) User’s Guide is now available on SFADownload.ed.gov. TDCM is a Web site that allows you to track the status of incoming and outgoing Title IV data batches to/from your SAIG mailbox. TDCM has many new enhancements that are highlighted in the Cover Letter.

The Student Aid Internet Gateway (SAIG) Host Communications Guide for Mainframe and Midrange Users Version 2.0 is now available to download. This updated version of the guide includes additional information for TDClient installation and updates for Audit Log functionality. This guide is designed to meet the reference needs of programmers and data processing staff who transmit Title IV data via a mainframe or midrange client.

A new release of the TransactionDelivery Client Software (TDClient), previously EasyAccess Client, is available for HPUX, AIX, SUN Solaris, OS/400, and MVS OS/390 platforms. To download a copy of this product, simply call CPS/SAIG Technical Support at 800-330-5947. You can also contact them via email at CPSSAIG@ed.gov. Please have your TG user ID and School Code or applicable identifier available when making the request.

New TDClient Initialization Files for both ASCII and EBCDIC systems are now available to download. These files are used with TDClient software to transmit Title IV data via a mainframe or midrange client.

The Department is pleased to announce the availability of ISIR Analysis Tool for Windows 2003-2004, Version 1.0, formerly the Quality Analysis Tool for Windows. The ISIR Analysis Tool is designed to help schools conduct in-depth analysis of applicant populations using data from initial and paid-on ISIR transactions. The analysis will help schools understand the effectiveness of their own institutional verification program or the federal edits, as well as how changes in student-reported data items affect the EFC and Pell Grant eligibility. The Department is pleased to announce the posting of the draft 2003-2004 XML ISIR record layout, valid field values, XML ISIR sample, and XML ISIR schema documents. The ISIR record layout lists all the XML tags available for the ISIR record, provides a brief description of the field, and lists valid field content for each tag. A sample ISIR in XML format is posted in XML, MS Word, and Adobe PDF formats. The XML ISIR schema details the structure of the ISIR document and is intended for the application developers who are familiar with XML tools and technologies. HTML schema documentation is also posted, in a zip file format for a more 'user-friendly' (yet still technical) view of the schema. Updated drafts as well as additional information will be posted in mid-summer.
