The Department is pleased to announce the posting of the Student Web Application Products Process Guide.  This guide provides a summary of the enhancements made to the Federal Student Aid's (FSA) Web application products, including FAFSA on the Web (www.fafsa.ed.gov) and the PIN Web site (www.pin.ed.gov).

The Department would like to announce the availability of EDExpress for Windows 2004-2005 Service Release 2.1, which adds necessary functionality to EDExpress to synchronize the software with upcoming changes to the ED PIN authentication process. This patch must be installed starting on December 27, 2004 in order to continue using EDExpress for Windows 2004-2005's interface with the FAA Access to CPS Online Web site.

Service Release 2.1 is an upgrade to Release 2.0. You must already have Release 2.0 installed in order to install Service Release 2.1. The Service Release 2.1 installation will not perform any updates to your EDExpress for Windows 2004-2005 database (expres45.mdb). The installation file only updates EDExpress program files on the PC's hard drive.

Updated SAIG EDconnect, TDCM and TDClient documentation is available on the FSA download website which includes: EDconnect Installation Guide, EDconnect Desk Reference, EDconnect Error Code List, TDCommunityManager User's Guide, and the SAIG Host Communication Guide for Mainframe and Midrange Users, version 2.2.  Each guide has been updated to reflect updated URL's, email addresses, and phone numbers.

The Department is pleased to announce the posting of the Issues Log on the CPS Test System that lists any problems with or changes made to the Mainframe Test System. Each entry in the log includes when the item was identified, resolved, or resulted in a change. The log will be updated on a weekly basis and includes both resolved and unresolved issues.

The latest copy of the Message Table Distribution file (messagtb) is now available on FSADownload. This file may be imported into the EDconnect software, and adds two new Participation Management Enrollment message classes: DPARSTRS (DPA Mailbox Rosters) and FAARSTRS (FAA CPS Online Access Rosters). The message class file also deletes six legacy RFMS message classes: PGID00IN, PGID01IN, PGID02IN, PGID03IN, PGSP00IN and PGSP01IN.

The Department is pleased to announce the updated posting of the 2005-2006 ISIR Guide.  The ISIR Guide assists financial aid administrators (FAAs) in interpreting student information from an Institutional Student Information Record (ISIR), which is an electronic record that is sent to the institution. The term ISIR refers to all processed student information records that are sent electronically directly to institutions by the Central Processing System (CPS).

The Department is pleased to announce the posting of the CPS Test System User Guide.  The CPS Test System User Guide describes the CPS Test System which is designed to allow schools to test electronic application and/or correction data from their system with the CPS.  The CPS can provide test files of application records and matching ISIRs to be used for the tests.  As an alternative, schools can submit application and renewal records they have created to match the school's expected results.  The CPS Test System also has demos for FAFSA on the Web, Spanish FAFSA on the Web, Corrections on the Web, Renewal on the Web, and FAA Access to CPS Online. The document is posted in PDF format.

The Department is pleased to announce the updated posting of the Renewal Application Data (RAD) Process Guide. This guide provides information for the Renewal Application Process for the 2005-2006 award year and a summary of the major changes. We are revising pages 2 and 3 of the 2005-2006 Renewal Application Data (RAD) Process Guide to more clearly explain which students are eligible for a paper Renewal FAFSA.  The original version implies that a student who filed on the Web and did not supply an e-mail address could get a paper Renewal FAFSA.  In reality, students who file on the Web will get a PIN (Personal Identification Number) Mailer and not a paper Renewal FAFSA, even if an e-mail address was not provided.

We have posted a Dynamic Link Library (DLL) file named CODImportExport5.dll to resolve a Pell disbursement-only export issue within EDExpress for Windows 2004-2005, Release 2.0.

Beginning on August 10, 2004, when exporting Pell records using EDExpress for Windows, Release 2.0, and the ONLY data you have marked "Ready" to export is Disbursement data, the EDExpress software may incorrectly export a Verification Status Code to the Common Origination and Disbursement (COD) system.  If the Verification Status Code field has a V, W, or S value on the student record in the EDExpress database, and that field value was previously accepted by COD, EDExpress is erroneously transmitting to COD a value of 'blank' in this field.  COD is then updating the Verification Status Code on their system to 'blank' and is returning this new value in the response file.  However, after importing the response file, the EDExpress database continues to reflect the original accepted COD value of V, W, or S.  Therefore, for records submitted on or after August 10, 2004, the EDExpress database is out of sync with the COD database.

You can download CODImportExport5.dll file from FSAdownload directly into the EDExpress for Windows 2004-2005 program folder, or you can download it to a different location, such as a network drive, and copy it to the EDExpress program folder of all PC workstations in your office that have Release 2.0 installed. For most users, Release 2.0 is installed in the default program folder C:\Program Files\EDESuite\EDExpress for Windows 2004-2005.

This package describes the edits performed by the CPS when processing FAFSA applications and corrections. Please note the CPS will not complete testing of these specifications until January 1, 2005.  Software developers should be prepared to receive updates to the specifications until that time.

Return of Title IV Funds for Windows, Version 1.1.2, is a service release that resolves several software issues and adds enhancements to synchronize the PC software version with the upcoming Return of Title IV Funds on the Web.

Version 1.1.2 is an upgrade to Version 1.1 and service release Version 1.1.1. You must already have Version 1.1 installed in order to install Version 1.1.2. If you did not install the Version 1.1.1 service release, you can proceed directly to installing Version 1.1.2, which includes all of the software enhancements and issue resolutions offered in Version 1.1.1.

Version 1.1.2 will not perform any updates to your Return of Title IV Funds database (R2T4.mdb).

The Department of Education is pleased to announce availability of the EDConnect v6.0.2 patch, developed to correct four issues. The 6.0.2 patch fixes the following: extension number on file names will increment sequentially with the next higher number from within each message class without backfilling the unused numbers; the actual file size will show in the Activity Log View rather than displaying �0� file size; the proper record length will be created when manually creating a new transmission queue (TQT) file from within the EDconnect software. The 6.0.2 patch also fixes a receive issue for users requesting over 200 files at a time, where some received files were being overwritten by other files received during the same transmission.

The Department is pleased to announce the availability of SSCR for Windows, Release 2.0.  SSCR for Windows is a multi-year application designed to help you electronically certify borrowers' enrollment and update student information on the National Student Loan Database System (NSLDS). This new release implements several enhancements, including updating the software database format to Microsoft Access 2002 format.

Release 2.0 is intended to replace previous versions of the SSCR software. If you are currently updating an SSCR Roster in the last official SSCR release, Version 1.2, you should complete your updates to the SSCR Roster (including resolving any error records you may have received) in Version 1.2, and begin using Release 2.0 for the next SSCR Roster you receive.

This volume contains additional information for using DL Tools for Windows, Release 4.0. It describes the DL Tools software product, provides a listing of the external add, rebuild, and School Account Statement (SAS) message classes, includes the Cash Detail External Add, Loan Detail External Add, and Disbursement Detail External Add record layouts, and provides report descriptions and samples for the following reports: Cash Report, Cash Detail Comparison, Loan Detail Comparison, Disbursement Detail Comparison, SAS Cash Detail, SAS Loan and Disbursement Detail, and Disbursement Measurement Tool Report.

The Department is pleased to announce the release of Direct Loan (DL) Tools for Windows, Release 4.0. DL Tools for Windows, Release 4.0 contains Rebuild, Cash Management, and Compare functionalities for the 2002-2003, 2003-2004, and 2004-2005 cycles. All Direct Loan schools can use the Compare and Cash Management functionalities.  The Rebuild process is for schools to rebuild an EDExpress database in the Direct Loan module.

NOTE: Schools upgrading from DL Tools Version 3.1 to Release 4.0 must run the Full installation option, not a Custom installation.  Please review the Installation Guide for DL Tools for Windows, Release 4.0 posted with the Release 4.0 software before upgrading to Release 4.0.

A Dynamic Link Library (DLL) file called Directloan5.DLL has been posted to resolve a Direct Loan multiple entry error within EDExpress for Windows 2004-2005, Release 2.0. In Release 2.0, if you select a Disbursement and the Disbursement Release Indicator (DRI) on the initial Direct Loan multiple entry grid and click OK, then clear the Disbursement Number on the second entry grid and click Save, you will receive a software error message and must exit EDExpress. Once downloaded, the Directloan5.dll file should be copied into the EDExpress for Windows 2004-2005 program directory of all PC workstations in your office that have Release 2.0 installed to resolve the software error. For most users, Release 2.0 is installed in the default program directory of C:\Program Files\EDESuite\EDExpress for Windows 2004-2005.

The 2004-2005 COD System modifications concern award year specific processing of the Common Record XML schema. The Department is pleased to announce the release of EDExpress for Windows 2004-2005, Release 2.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education (the Department) that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format. EDExpress for Windows 2004-2005, Release 2.0 is the second software release for the 2004-2005 award cycle and includes Pell Grant and Direct Loan functionality. At this time we are also releasing the EDExpress for Windows 2004-2005, Release 2.0 Desk Reference. The desk reference includes step-by-step guidance on Pell Grant and Direct Loan functionality in the software.

The GA Load Process Detail Error Report in GA Dataprep was updated to fix the formatting on the fields Lender and Servicer codes to display six characters instead of seven. Also corrected on the GA Load Process Detail Error Report was the Loan Status Date which was displaying the borrower's date of birth.

GA DataPrep is designed to assist GAs that use Windows 2000 and Windows XP Professional operating systems in reporting Federal Family Education Loans (FFEL) to NSLDS. With this release, GAs can download the cover letter, installation instructions, and software. This downloadable file replaces the distribution of GA DataPrep on CD-ROM.

The U.S. Department of Education is pleased to announce the release of National Student Loan Data System (NSLDS) Perkins DataPrep, Version 3.1, software. Perkins DataPrep is designed to assist schools and third party servicers that use Windows 2000 and Windows XP Professional operating systems in reporting Federal Perkins loans to NSLDS. With this release, schools and third party servicers can download the cover letter, installation instructions, and software. This downloadable file replaces the distribution of Perkins DataPrep on CD-ROM.

A service patch has been posted to resolve a FAA Access to CPS Online interface error within EDExpress for Windows 2004-2005, Release 1.0. Without this patch, users could receive the "Error connecting to PIN web server!” error message when trying to login to FAA Access within EDExpress. This release should only be run by users that are new users of EDExpress, or are installing EDExpress 2004 – 2005 Release 1.0 on machines that do not currently have EDExpress 9.1 or 9.2 installed.

The Department is pleased to announce the posting of the most recent version of the 2004-2005 EDE Technical Reference which consists of the January 2004 set of change pages as well as the entire updated document. This document provides record layouts for schools or other organizations that need to design software systems to interface with ED’s software in order to process applications and package student financial aid awards. The Department is pleased to announce the release of EDExpress for Windows 2004-2005, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education (the Department) that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format. EDExpress 2004-2005, Release 1.0 is the initial software release for the 2004-2005 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database). At this time we are also releasing the EDExpress 2004-2005 Installation Guide which includes download and EDExpress for Windows 2004-2005, Release 1.0 Desk Reference. The desk reference includes step-by-step guidance on Global System and Security setup, Application Processing, and Packaging functionality in the software.

The U.S. Department of Education is pleased to announce the posting of the 2004-2005 Summary of Changes to the Application Processing System. This summary provides information about the changes and enhancements FSA is making to the 2004-2005 Application Processing System, including changes to the:

· Central Processing System (CPS), including edits, database matches, and need analysis,
· Student Aid Report (SAR),
· Institutional Student Information Record (ISIR),

This file contains any quarterly updates and may be imported into your system for processing the Load Process Error file. Schools or servicers should ensure that the file is refreshed quarterly.
