Federal Student Aid is pleased to announce the posting of the 2007-2008 ISIR Guide.  The ISIR Guide assists financial aid administrators (FAAs) in interpreting student information from an Institutional Student Information Record (ISIR), which is an electronic record that is sent to the institution.  The term ISIR refers to all processed student information records that are sent electronically directly to institutions by the Central Processing System (CPS).

Federal Student Aid is pleased to announce the posting of the December 2006 update to the 2007-2008 SAR Comment Codes and Text.  The December 2006 updates incorporate recent changes to 2007-2008 SAR comment code text.

The complete updated 2007-2008 SAR Comment Codes and Text guide, including an Appendix and a tracking log of changes, is available in PDF and serves as a stand-alone guide as well as a companion to the 2007-2008 EDE Technical Reference.  Refer to this guide for information on comment codes and text, including SAR Comment Text, SAR Acknowledgment Comment Text, and changes to the comments.

Federal Student Aid is pleased to announce the availability of EDExpress for Windows 2006-2007, Release 4.0. This is the second of three planned EDExpress 2006-2007 enhancement releases that implement provisions of the Higher Education Reconciliation Act of 2005 (the HERA), Pub. L. 109-171.

EDExpress 2006-2007, Release 4.0, enables you to export Academic Competitiveness Grant (ACG) and National Science and Mathematics Access to Retain Talent Grant (National SMART Grant) origination and disbursement data for transmission to the Common Origination and Disbursement (COD) System and import responses for ACG and National SMART Grant data sent by the COD System. The COD System begins accepting ACG and National SMART Grant origination and disbursement data on December 16, 2006.

Release 4.0 also resolves several EDExpress software issues present in Release 3.0 and prior versions.

In addition to the Release 4.0 software, the EDExpress for Windows 2006-2007, Release 4.0 Cover Letter is available. The cover letter includes an overview of Release 4.0 enhancements related to the HERA, a list of software issues resolved in Release 4.0, and a preview of EDExpress 2006-2007, Release 5.0 (available April 2007).

The HERA addenda to the EDExpress for Windows 2006-2007, Release 1.0 Desk Reference and the EDExpress for Windows 2006-2007, Release 2.0 Desk Reference, also available, contain additional information and guidance regarding EDExpress 2006-2007 enhancements related to the HERA.

    Federal Student Aid is pleased to announce the availability of the updated Section 3 (Record Layouts) of the 2007-2008 Electronic Data Exchange (EDE) Technical Reference. Section 3 was updated to correct the valid content values for the NSLDS ACG Eligibility Codes (fields 382, 392, and 402) and the NSLDS SMART Grant Classification of Instructional Programs (CIP) Code (fields 412, 421, and 430) in the ISIR Record Layout.
    The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data. The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

    Federal Student Aid is pleased to announce the posting of the CPS Test System User Guide. The CPS Test System User Guide describes the CPS Test System which is designed to allow schools to test electronic application and/or correction data from their system with the CPS. The CPS can provide test files of application records and matching ISIRs to be used for the tests. As an alternative, schools can submit application and renewal records they have created to match the school's expected results. The CPS Test System also has demos for FAFSA on the Web, Spanish FAFSA on the Web, Corrections on the Web, Renewal on the Web, and FAA Access to CPS Online. The document is posted in PDF format.

    Federal Student Aid is pleased to announce the posting of the October 2006 version of the 2006-2007 SAR Comment Codes and Text reference guide.  This version includes revisions to SAR Comment Codes 41 to 43, 65 to 67, 100 to 102, and 251 to 253 to update the mailing address for the U.S. Department of Education’s Collections unit from an Iowa City, IA address to a Greenville, TX address.

    The reference guide is designed as a stand-alone guide as well as a companion to the 2006-2007 EDE Technical Reference.  It includes the 2006-2007 Student Aid Report (SAR) Comment Text and the 2006-2007 SAR Acknowledgement Comment Text.

    Federal Student Aid is pleased to announce the posting of the EDExpress 2007-2008 Packaging Technical Reference. This document provides instructions and record layouts for schools or other organizations that need to integrate their own software or systems with the EDExpress for Windows 2007-2008 Packaging module (available January 2007). Record layouts are included for all imports from external systems, such as Packaging Import External Add, Packaging Import External Change, and Packaging Import Add Funds. Packaging module setup guidance and setup worksheets are also provided.

This file contains any quarterly updates and may be imported into your system for processing the Load Process Error file. Schools or servicers should ensure that this file is refreshed quarterly.

This file contains any quarterly updates and may be imported into your system for processing the Load Process Error file. GAs or their servicers should ensure that the file is refreshed at a minimum quarterly.

    The Department is pleased to announce the posting of the 2006-2007 Common Origination and Disbursement (COD) Technical Reference September 2006 Updates.  The 2006-2007 COD Technical Reference consists of multiple volumes that contain development information for the 2006-2007 Award Year.  For a complete list of updates, refer to the “0607 COD Technical Reference September 2006 Change Tracking Log.”
    Notes:

    1. These updates include additional updates related to the Higher Education Reconciliation Act of 2005 (the HERA), Pub. L. 109-171.
    2. Volume II, Section 3, “Common Record Layout,” reflects the correct “Data Type” for Field 81, <EligibilityPaymentReasonCode>, of the COD Common Record.  This field provides the reason why a student is eligible to receive an Academic Competitiveness Grant (ACG) award.  Field 81 is a two-character string value that requires 01, 02, or 03 for acceptance of the record by the COD System.
    3. As noted in Volume II, Section 3, “Common Record Layout,” the order of the Financial Award Number and Financial Award ID tags in the COD Common Record Extensible Markup Language (XML) Schema Version 2.0e is different for ACG and National Science and Mathematics Access to Retain Talent Grant (National SMART Grant) awards than it is for Direct Loan awards.  However, this is not an issue that affects the coding of software.  We will conform the order of these tags in the COD Common Record schema the next time change to the schema is required.

    In the meantime, the following apply:

  • For the Direct Loan block, the order of the tags in the COD Common Record XML Schema Version 2.0e is Financial Award Number , then Financial Award ID.
  • For the ACG and National SMART Grant blocks, the order of the tags in the COD Common Record XML Schema Version 2.0e is Financial Award ID, then Financial Award Number.
  • For input, the COD System will accept either order for these tags.  For output, the COD System will follow the COD Common Record XML Schema Version 2.0e order for each specific program block.

    The Department of Education (ED) is pleased to announce the availability of the 2007-2008 Renewal FAFSA Process Guide in PDF format.  This guide provides useful information to financial aid administrators (FAAs) about this and other important changes to the 2007-2008 renewal application process.  A schedule of important dates and a sample of the Renewal Reminder are also provided.
    Federal Student Aid is making one significant change to the renewal application process for the 2007-2008 cycle:  the second Renewal Reminder distribution, introduced in 2006-2007, has been eliminated.  Instead, a single Renewal Reminder distribution will occur beginning in mid-January 2007.

    Federal Student Aid is pleased to announce the availability of EDExpress for Windows 2006-2007, Release 3.0. This is the second of four planned EDExpress 2006-2007 enhancement releases that implement provisions of the Higher Education Reconciliation Act of 2005 (the HERA), Pub. L. 109-171.

    EDExpress 2006-2007, Release 3.0, enables you to create origination and disbursement records for the Academic Competitiveness Grant (ACG) and the the National Science and Mathematics Access to Retain Talent (National SMART) Grant. In addition, Release 3.0 updates Direct Loan functionality to uniquely identify Federal Direct PLUS Loans for graduate or professional student borrowers (as Grad PLUS loans) in various EDExpress functionality. Release 3.0 also enables you to import and print ACG and National SMART Grant versions of the Electronic Statement of Account (ESOA) and adds separate print options for the Grad PLUS MPN, List-Grad PLUS MPN, MPN Manifest, and Disclosure Statement.

    Other changes related to the HERA, including updates to ISIR comment code text and existing Pell functionality, are also implemented in Release 3.0.

    At this time we are also releasing the EDExpress for Windows 2006-2007, Release 3.0 Cover Letter and new HERA-specific addenda to both the EDExpress 2006-2007 Release 1.0 Desk Reference and EDExpress 2006-2007 Release 2.0 Desk Reference. The Release 3.0 Cover Letter includes a list of enhancements to EDExpress 2006-2007 related to the HERA. The desk reference addendums include additional detail and guidance regarding EDExpress 2006-2007 changes related to the HERA.

    Federal Student Aid is pleased to announce we have posted an enhancement release for Direct Loan (DL) Tools, Release 6.0. This enhancement release will enable DL Tools users to rebuild Federal Direct PLUS Loan data for graduate or professional students (as Grad PLUS loans) in EDExpress for Windows 2006-2007 and display and print Grad PLUS totals separately in the Disbursement Measurement Tool report.

    The September 2006 enhancement release for DL Tools Release 6.0 includes two program files, ImportExport6.dll and Report6.dll, that must be copied to the program directory of all PCs accessing your DL Tools Release 6.0 database. To take advantage of the functionality added in the September 2006 enhancement release for DL Tools Release 6.0, you must also install EDExpress 2006-2007, Release 3.0.

    Schools that do not use the DL Tools software, or who do not plan to use EDExpress 2006-2007 for Grad PLUS loan processing, do not need to install the September 2006 DL Tools enhancement release.

This file may be imported into the EDconnect software and adds the 2006-2007 CPS message class IATX07OP and the 2007-2008 IATX08OP, which is a file generated by user request in the ISIR Analysis Tool section of FAA Access to CPS Online.  The message class file also adds all message classes for 2007-2008 CPS  processing.

    Federal Student Aid is pleased to announce the posting of the draft 2007-2008 Electronic Data Exchange (EDE) Technical Reference Record Layouts (including the ISIR Record Layout) and 2007-2008 ISIR Cross-Reference.

    The EDE Technical Reference provides record layouts for schools or other organizations that need to design software systems to interface with ED’s Application Processing System to process student financial aid applications. The draft record layouts will ultimately become Section 3 of the 2007-2008 EDE Technical Reference, scheduled for posting in November 2006. The draft cross-reference will be included in Section 4 of the November release.

    The following record layouts are included in this draft:
    - EDE Record Level Error Report Import Record Layout
    - ISIR Record Description/Data Dictionary
    - FAFSA Application Export Record Layout
    - Correction Export Record Layout
    - Signature Record Export Record Layout

    Federal Student Aid is pleased to announce the availability of the July 2006 version of the 2006-2007 ISIR Guide. This version includes changes as a result of the Higher Education Reconciliation Act of 2005 (the HERA), Pub. L. 109-171. More information on the HERA is described in Dear Colleague Letter GEN-06-05 <http://www.ifap.ed.gov/dpcletters/GEN0605.html>. Additional changes to the guide have also been made that further clarify data or update inaccuracies.
    The ISIR Guide assists financial aid administrators with interpreting the information contained in electronic Institutional Student Information Records (ISIRs) returned to schools by the Central Processing System (CPS). The term “ISIR” refers to all processed student information records that the CPS sends to institutions electronically.

    Federal Student Aid is pleased to announce the availability of the July 2006 version of the 2006-2007 Electronic Data Exchange (EDE) Technical Reference. This version of the EDE Technical Reference corrects two references to the “High School Graduation Prior to 01/01/05” field to “High School Graduation After 01/01/05”. The references to this field are located in the Overview section and in the in the Academic Competitiveness Grant (ACG) Data File Import Record Layout in the Record Layouts section.
    The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data. The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

    The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 6.0, a supplemental software product for Direct Loan participants. Release 6.0 contains Rebuild, Cash Management, and Compare functionalities for the 2004-2005, 2005-2006, and 2006-2007 cycles.

    All Direct Loan schools can use the Compare and Cash Management functions. The Rebuild function can be used by schools to rebuild Direct Loan module records in EDExpress for Windows databases.

    In addition, the DL Tools Release 6.0 Cover Letter and the DL Tools Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

    The latest copy of the Guaranty Agency (GA) Threshold, Error Code, and Field Code (TEF) file is now available on the FSA Download Web site. This file contains any quarterly updates and may be imported into your system for processing the Load Process Error file. GAs or their servicers should ensure that the file is refreshed at a minimum quarterly.

    The updated GA TEF file includes 2 new edits/error codes due to HERA changes for the FFEL PLUS Graduate/Professional loan program reported to NSLDS as the Loan Type Code "GB". The 2 Error Numbers 0734 and 0735, for Date of Guaranty and New Date of Guaranty respectively, will not allow GB loan type codes before July 1, 2006.

EDExpress is a fully integrated software package provided by the Department that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format. EDExpress 2006-2007, Release 2.0 is the second release for the 2006-2007 award cycle and includes Pell and Direct Loan functionality, as well as Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database).

    At this time we are also releasing the EDExpress for Windows 2006-2007, Release 2.0 Desk Reference and the Release 2.0 Cover Letter. The desk reference includes step-by-step guidance on Pell, Direct Loan, and overall COD functionality in the software. The Release 2.0 Cover Letter includes a list of enhancements to Pell, Direct Loan, and COD functionality and other important information.

    We have posted a Dynamic Link Library (DLL) file named AImportExportDLL7.dll to resolve an issue affecting the Application Processing module in EDExpress for Windows 2006-2007, Release 1.0. This issue only occurs if you import an ISIR file into Release 1.0 that was created by combining multiple ISIR files into a single file in EDconnect.
    In Release 1.0, if you attempt to import a combined ISIR file into EDExpress for Windows 2006-2007, Release 1.0, the software will only import the records in the first set (or “batch”) of ISIR records added to the combined file created by EDconnect. Once the import process reaches the second set of records added to the combined file, the software ends the import and generates a “Wrong cycle year in records - must be 7 for the 2006-2007 award year” error message.

    Once the AImportExportDLL7.dll is installed, Release 1.0 will correctly import ISIR files that result from combining multiple ISIR files in the EDConnect software.

    The AImportExportDLL7.dll file should be downloaded and copied into the EDExpress for Windows 2006-2007 program directory of all PC workstations in your office that have Release 1.0 installed. Please note that if EDExpress is installed on a network, you must copy this .dll file into the program directory for each workstation on which EDExpress is installed.
