The U.S. Department of Education is pleased to announce that the CPS Test System files for 2009-2010 have been updated to reflect the changes made by the IRS to the minimum income tax filing requirement for 2008.  This change impacts the NAS file Reject 20 records, therefore new test files are being posted. Users may be interested in testing with CPS if they develop their own software or are a software development company supplying schools with software that sends data to, and receives data from, the CPS.

Federal Student Aid is pleased to announce the availability of the complete version of the 2009-2010 Electronic Data Exchange (EDE) Technical Reference.

The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data. 

The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, signature records, and the Academic Competitiveness Grant (ACG).

This posting includes the Table of Contents, Overview, EDE Processing, Record Layouts, Processing Codes, and Printing sections, as well as a revised version of the Record Layouts section (originally posted in draft form in August 2008).  You can download each section individually or as one PDF file.

Federal Student Aid is pleased to announce the posting of the 2009-2010 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and a Web Demonstration (demo) site, located at http://fafsademo.test.ed.gov. The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites.

Federal Student Aid is pleased to announce the posting of the 2009-2010 EDExpress Packaging Technical Reference.  This document provides instructions and record layouts for schools or other organizations that need to integrate their own software or systems with the EDExpress for Windows 2009-2010 Packaging module (available January 2009). Record layouts are included for all imports from external systems. Packaging module setup guidance and setup worksheets are also provided.

Federal Student Aid has posted updated installation files for EDExpress 2007-2008 Release 3.1, Direct Loan (DL) Tools Release 7.0, and SSCR Release 3.0 to resolve an issue with installing these products on PCs running Microsoft Windows Vista. The updated SSCR product also resolves a printing issue we discovered during Vista testing.

Federal Student Aid is pleased to announce the availability of the draft 2009-2010 Electronic Data Exchange (EDE) Technical Reference Record Layouts (including the ISIR Record Layout) and 2009-2010 ISIR Cross-Reference.

The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data.

The draft record layouts will ultimately become the Record Layouts section of the 2009-2010 EDE Technical Reference, scheduled for posting in October 2008. The draft cross-reference will be included in the Processing Codes section of the October release.

The following record layouts are included in this posting:

- EDE Record Level Error Report Import Record Layout
- ISIR Record Description/Data Dictionary
- FAFSA Application Export Record Layout

The latest copy of the Guaranty Agency (GA) Threshold, Error Code, and Field Code (TEF) file is now available on the FSA Download Web site. This file contains any quarterly updates and may be imported into your system, or DataPrep Software, for processing the Load Process Error file. GAs or their servicers should ensure that the file is refreshed at a minimum quarterly.

The updated TEF file includes two additional loan status codes and a new error code #0736.  The Code for Loan Status (Field Code 063) allows for two additional codes: Loan Status Code “PZ” gives GAs the capability to report the discharge of a PLUS loan due to the death of the dependent on whose behalf a parent borrowed. Loan Status Code “FX” allows for the reporting of loans that are Fraud Satisfied.  The Date Enrollment Period Ends (Field Code 078) edits to allow for a longer maximum loan period (Error #0736).  For additional information see GA Technical Updates GA-2008-04 and GA-2008-05 located on IFAP’s NSLDS Reference Materials.

The latest copy of the Perkins Threshold, Error Code, and Field Code (TEF) file is now available on the FSA Download Web site. This file contains any quarterly updates and may be imported into your system, or DataPrep Software, for processing the Load Process Error file. Schools or servicers should ensure that this file is refreshed quarterly. 

The updated TEF file includes new edits for error codes #1433-1438.  The Amount of Loan (Field Code 261) has loan level edits for both undergraduate loans (Error #1433) and graduate loans (Error #1434).  The Amount of Outstanding Principal Balance (Field Code 284) has maximum OPB amount edits for both undergraduate loans (Error #1435) and graduate loans (Error #1436).  The Student’s Academic Level (Field Code 270) edits for valid Academic Levels reported for each loan (Error #1437).  Finally, the Amount of Disbursement (Field Code 267) has edits to ensure the disbursement amount is less than or equal to the Amount of Loan (Error #1438).  For additional information see Perkins Technical Update PK-2008-02 located on IFAP’s NSLDS Reference Materials.

We have posted an updated program file for EDExpress for Windows 2008-2009, Release 3.0 called DirectLoan9.dll. This file, when copied to your system, will remove the edit on Direct Loan award amounts, enabling you to originate Direct Loan records according to loan limit changes provided in the Ensuring Continued Access to Student Loans Act of 2008 (ECASLA), Pub. L. 110-227.

The DirectLoan9.dll file should be downloaded and copied into the EDExpress for Windows 2008-2009 program directory of all PC workstations in your office that have Release 3.0 installed. If EDExpress is installed on a local area network, you must copy this .dll file into the program directory for each workstation on which EDExpress is installed.

Federal Student Aid is pleased to announce the availability of EDExpress for Windows 2008-2009, Release 3.0.  Release 3.0 is the first of three planned EDExpress 2008-2009 enhancement releases that implement provisions of the College Cost Reduction and Access Act (CCRAA) of 2007, Pub. L. 110-84.

Release 3.0 adds the ability to create and update Teacher Education Assistance for College and Higher Education (TEACH) Grant origination and disbursement records, export TEACH Grant origination and disbursement records for processing by the Common Origination and Disbursement (COD) System, and import processed results and reports returned by the COD System for TEACH Grant records. Release 3.0 also includes functionality needed to support regulatory changes related to late disbursements and maximum loan period and academic year length.

We have also posted the EDExpress 2008-2009 Release 3.0 Cover Letter, which describes all Release 3.0 enhancements, and the June 2008 version of the 2008-2009 EDExpress Packaging Technical Reference, which we updated to include the TEACH Grant on setup worksheets.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 8.0, a supplemental software product for Direct Loan participants. Release 8.0 contains SAS Compare and formatting, Cash Management, and Rebuild functionality for the 2006-2007, 2007-2008, and 2008-2009 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 8.0 Cover Letter and the DL Tools Release 8.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2008-2009, Release 2.0. Release 2.0 is the second software release for the 2008-2009 award cycle and includes Federal Pell Grant and William D. Ford Federal Direct Loan functionality, as well as Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database) already available in Release 1.0. The Pell Grant module includes 2008-2009 origination and disbursement functionality for the Academic Competitiveness Grant (ACG) and the National Science and Mathematics Access to Retain Talent Grant (National SMART Grant).

At this time we are also releasing the EDExpress 2008-2009, Release 2.0 Cover Letter, the EDExpress 2008-2009, Release 2.0 Desk Reference, and the EDExpress 2008-2009, Release 2.0 Desk Reference HERA Addendum. The Release 2.0 Cover Letter includes a list of enhancements to Pell, Direct Loan, and EDExpress Common Origination and Disbursement (COD) functionality and other important information. The desk reference provides step-by-step guidance on Pell Grant, Direct Loan, and EDExpress COD functionality added in Release 2.0. The U.S. Department of Education is pleased to announce the availability of the TDClient Initialization file in ASCII and EBCDIC formats for Mainframe and Midrange platforms. In addition an updated SAIG Host Communication Guide is available. We are in the process of relocating the data center that supports numerous Federal Student Aid systems and Web sites. This change will require a new IP address for SAIG Mailbox transmissions. In order to transmit to this new address, Mainframe and Midrange TDClient users must upgrade their TDClient Initialization file prior to May 1, 2008.

The Department is pleased to announce the release of EDExpress for Windows 2008-2009, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2008-2009, Release 1.0 is the initial software release for the 2008-2009 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database).

At this time we are also releasing the EDExpress 2008-2009 Installation Guide, which includes download and installation instructions, the EDExpress 2008-2009, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, the EDExpress 2008-2009, Release 1.0 Desk Reference, and the EDExpress 2008-2009, Release 1.0 Desk Reference HERA Addendum. The desk reference provides step-by-step guidance on Global System and Security setup, Application Processing, and Packaging functionality in the software.
