The latest copy of the Guaranty Agency (GA) Threshold, Error Code, and Field Code (TEF) file is now available on the FSA Download Web site. This file contains any quarterly updates and may be imported into your system, or DataPrep Software, for processing the Load Process Error file. GAs or their servicers should ensure that the file is refreshed at a minimum quarterly.

The updated TEF file includes seven new error codes and messages for existing fields that are specific to the ED Servicers only.  For consistency purposes the codes were added into the GA TEF files, but will not be utilized by the Guaranty Agencies.  For informational purposes only, they include the following:

C0742    Date Reinsurance Claim Paid must be '00000000' for ED Servicers
C0743    Date of GA Bankruptcy Claims Refunds must be '00000000' for ED Servicers
C0744    Date Supplemental Claim Requested must be '00000000' for ED Servicers
C0745    Date of Refund on Claims must be '00000000' for ED Servicers
C0746    Amount of Supplemental Claim Requested must be '000000' for ED Servicers

The U.S. Department of Education is pleased to announce that the CPS Test System files for 2010-2011 have been updated to reflect the changes made by the IRS to the minimum income tax filing requirement for 2009.  This change impacts the NAS file Reject 20 records, therefore new test files are being posted. Users may be interested in testing with CPS if they develop their own software or are a software development company supplying schools with software that sends data to, and receives data from, the CPS.

Federal Student Aid is pleased to announce the updated posting of the 2010-2011 SAR Comment Codes and Text.

The November 2009 update includes revisions to Web-only comment codes 158 and 159 to correct “Item 50” reference to “Item 48.” We also added the Appendix section. For more information, consult the tracking log of changes posted with the reference.

The 2010-2011 SAR Comment Codes and Text document serves as a standalone guide, as well as a companion to the 2010-2011 Electronic Data Exchange (EDE) Technical Reference. Refer to this document for information on the 2010-2011 Student Aid Report (SAR) comment codes and text.

Federal Student Aid is pleased to announce the availability of the updated version of the 2010-2011 Electronic Data Exchange (EDE) Technical Reference.

The November 2009 update includes revisions to the Record Layouts section to add “blank” as a valid value for the new IRS Request flags (ISIR field numbers 173 and 174). We also added the Appendix section. For more information, consult the tracking log of changes posted with the reference.

The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data.

The ISIR Guide assists Financial Aid Administrators (FAAs) in interpreting student information on the Institutional Student Information Record (ISIR).  The term ISIR refers to all processed student information reported on the Free Application for Federal Student Aid (FAFSA), as well as key processing results and National Student Loan Data System (NSLDS) financial aid history information, and is sent electronically to institutions by the Central Processing System (CPS).

Federal Student Aid is pleased to announce the posting of the 2010-2011 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and a Web Demonstration (demo) site, located at http://fafsademo.test.ed.gov. The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites.

The latest copy of the Message Table Distribution file (messagtb) is now available on FSADownload. This file will automatically import into the EDconnect V7.2 software with your next connection to your SAIG mailbox. The new message class table contains CPS message classes for the 2010-2011 cycle year. The CPS 2010-2011 message classes are being added early for application system testing only.  If you use these message classes to send records prior to January 1, 2010, the records will not be processed.

Federal Student Aid is pleased to announce the posting of the 2010-2011 EDExpress Packaging Technical Reference. This document provides instructions and record layouts for schools or other organizations that need to integrate their own software or systems with the EDExpress for Windows 2010-2011 Packaging module (available January 2010). Record layouts are included for all imports from external systems. Packaging module setup guidance and setup worksheets are also provided.

Federal Student Aid is pleased to announce the posting of the September 2009 version of the 2009-2010 Electronic Data Exchange (EDE) Technical Reference Record Layouts, including the 2009-2010 Institutional Student Information Record (ISIR) Record Layout and the 2009-2010 ISIR Cross-Reference table.

The September 2009 version includes revisions to the Record Layouts section to add 50 bytes of filler to the Signature Record Export Record Layout, which increased the layout’s overall record length to 630 bytes.  We also updated the Overview section to revise information related to the Teacher Education Assistance for College and Higher Education (TEACH) Grant, describe the updates to the Signature Record Export Record Layout, and update the CPS Customer Service toll number.

The EDE Technical Reference provides record layouts for schools or other organizations that need to design software systems to interface with Federal Student Aid’s application processing system to process student financial aid applications.

Federal Student Aid is pleased to announce the availability of the draft 2010-2011 Electronic Data Exchange (EDE) Technical Reference Record Layouts (including the ISIR Record Layout) and the ISIR Cross-Reference.

The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data.

The draft record layouts will ultimately become the Record Layouts section of the 2010-2011 EDE Technical Reference, scheduled for posting in October 2009.  The draft cross-reference will be included in the Processing Codes section of the October release.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2009-2010, Release 4.0. Release 4.0 adds enhancements related to the Higher Education Opportunity Act (HEOA) of 2008, P.L. 110-315, including the ability to award up to 200% of the scheduled Federal Pell Grant award in a single award to eligible students to accelerate completion of their program of study. Release 4.0 also updates setup and import functionality to accommodate the new Teacher Education Assistance for College and Higher Education (TEACH) Grant Exit Counseling Results file generated by the Common Origination and Disbursement (COD) System.

At this time we are also releasing the EDExpress 2009-2010, Release 4.0 Cover Letter, which provides detailed information regarding Release 4.0 enhancements, and an updated version of the EDExpress 2009-2010, Release 2.0 Desk Reference, which has been revised to include guidance regarding HEOA impacts to EDExpress Pell Grant functionality.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 9.0, a supplemental software product for Direct Loan participants. Release 9.0 contains functionality for the 2007-2008, 2008-2009, and 2009-2010 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 9.0 Cover Letter and the DL Tools Release 9.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2009-2010, Release 3.0. Release 3.0 implements the 2009-2010 Federal Pell Grant (Pell Grant) Payment and Disbursement Schedules in the EDExpress Packaging and Pell Grant modules and updates the EDExpress interface with the FAA Access to CPS Online Web site.

Important Note! You must install Release 3.0 to continue to use the EDExpress 2009-2010 interface with the FAA Access to CPS Online Web site.

At this time we are also releasing the EDExpress 2009-2010, Release 3.0 Cover Letter. The Release 3.0 Cover Letter includes a list of enhancements to Global, Application Process, Packaging, and Pell Grant functionality, as well as other important information.

Federal Student Aid is pleased to announce the availability of EDExpress for Windows 2008-2009, Release 5.0. Release 5.0 is the final EDExpress 2008-2009 enhancement release to implement provisions of the College Cost Reduction and Access Act (CCRAA) of 2007, Pub. L. 110-84.

Release 5.0 enhances Teacher Education Assistance for College and Higher Education Grant (TEACH Grant) functionality by adding the ability to recreate TEACH Grant records in your EDExpress database by importing a Rebuild file (messages class THRB09OP) generated by the Common Origination and Disbursement (COD) System. Release 5.0 also adds the ability to import TEACH Grant ATS Discharge Report (message class ATSDISOP) generated by the COD System.

Release 5.0 also implements updates to the EDExpress interface with the FAA Access to CPS Online Web site. You must install Release 5.0 to continue to use the EDExpress 2008-2009 interface with the FAA Access to CPS Online Web site.

We have also posted the EDExpress 2008-2009 Release 5.0 Cover Letter, which describes all Release 5.0 enhancements and includes other important information you should review.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2009-2010, Release 2.0. Release 2.0 is the second software release for the 2009-2010 award cycle and includes Federal Pell Grant, Teacher Education Assistance for College and Higher Education Grant (TEACH Grant), and William D. Ford Federal Direct Loan functionality, as well as Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database) already available in Release 1.0. The Pell Grant module also includes 2009-2010 origination and disbursement functionality for the Academic Competitiveness Grant (ACG) and the National Science and Mathematics Access to Retain Talent Grant (National SMART Grant).

At this time we are also releasing the EDExpress 2009-2010, Release 2.0 Cover Letter, the EDExpress 2009-2010, Release 2.0 Desk Reference, and the EDExpress 2009-2010, Release 2.0 Desk Reference HERA Addendum. The Release 2.0 Cover Letter includes a list of enhancements to Pell, TEACH Grant, Direct Loan, and EDExpress Common Origination and Disbursement (COD) functionality and other important information. The desk reference provides step-by-step guidance on Pell Grant, Direct Loan, and EDExpress COD functionality added in Release 2.0. Note: On February 20, 2009, the Department posted Dear Colleague Letter P-09-01 on the Information for Financial Aid Professionals (IFAP) Web site. This letter provides the Payment and Disbursement Schedules for determining Federal Pell Grant (Pell Grant) awards for the 2009-2010 Award Year for full-time, three-quarter-time, half-time, and less-than-half-time students. All 2009-2010 Pell Grant awards must be based on the schedules attached to the letter. The Department will add these schedules to the 2009-2010 COD Technical Reference in a forthcoming update.

The updated TEF file includes five new error codes 0737-0741.  The Code for Guaranty Agency (Field Code 020) has a new edit (Error #0737) informing the reporting GA that GA577 has already accepted the loan.  The Date Claim Paid (Field Code 106) has a new edit (Error #0738) when the date falls outside the acceptable time period of the reporting GA.  Error #0739 (date is outside the holding period) and Error #0741 (data can not be applied after a later repurchase date) are new edits for the following: Date of Refund on Claims (Field Code 099), Date Reinsurance Claim Requested (Field Code 114), Date Supplemental Claim Requested (Field Code 117) and Date of Guaranty Agency Bankruptcy Claim Refunds (Field Code 145).  For additional information see GA Technical Updates GA-2008-13 and GA-2008-14 located on IFAP’s NSLDS Reference Materials link under the Processing Resources section.  They can also be found on the Financial Partners Portal web site under the Systems link for NSLDS.

The updated TEF file includes four new error codes 1439-1442.  To allow for the increased Perkins loan limits, the Amount of Loan (Field Code 261) has new edits for both undergraduate loans (Error #1439) and graduate/professional loans (Error #1440).  Also, the Amount of Outstanding Principal Balance (Field Code 284) has maximum OPB amount edits for both undergraduate loans (Error #1441) and graduate/professional loans (Error #1442).  For additional information see Perkins Technical Update PK-2008-06 located on IFAP’s NSLDS Reference Materials link under the Processing Resources section.

The Department is pleased to announce the release of EDExpress for Windows 2009-2010, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2009-2010, Release 1.0 is the initial software release for the 2009-2010 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database).

At this time we are also releasing the EDExpress 2009-2010 Installation Guide, which includes download and installation instructions, the EDExpress 2009-2010, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, the EDExpress 2009-2010, Release 1.0 Desk Reference, and the EDExpress 2009-2010, Release 1.0 Desk Reference HERA Addendum. The desk reference provides step-by-step guidance on Global System and Security setup, Application Processing, and Packaging functionality in the software. The HERA Addendum to the desk reference provides additional detail on EDExpress 2009-2010, Release 1.0 functionality related to provisions of the Higher Education Reconciliation Act of 2005 (the HERA), Pub. L. 109-171.

Federal Student Aid is pleased to announce the availability of EDExpress for Windows 2008-2009, Release 4.0.  Release 4.0 is the second of three planned EDExpress 2008-2009 enhancement releases that implement provisions of the College Cost Reduction and Access Act (CCRAA) of 2007, Pub. L. 110-84. 

Release 4.0 enhances Teacher Education Assistance for College and Higher Education Grant (TEACH Grant) functionality by adding multiple new reports based on TEACH Grant data in your EDExpress database and in reports sent by the COD System, including the School Account Statement (SAS) and Pending Disbursement reports.

Release 4.0 also includes updates to data edits in the William D. Ford Federal Direct Loan (Direct Loan) module to enable the origination and disbursement of Direct Unsubsidized loans according to the annual loan limit increases authorized by the Ensuring Continued Access to Student Loans Act of 2008 (ECASLA), Pub. L. 110-227.
