The U.S. Department of Education is pleased to announce the availability of the 2011-2012 cycle CPS Test System and updated test files. Users may be interested in testing with CPS if they develop their own software or are a software development company supplying schools with software that sends data to and receives data from the CPS.

The paper and electronic Application and ISIR Test System files have been updated to address two known issues; one related to the IRS’ minimum tax filing requirements for 2010 and the other to correct the Reject 1 setting on certain paper ISIR file records. The Issues Log provides details on the issues and resolutions.

Federal Student Aid is pleased to announce the posting of the Summary of Changes for the Application Processing System. This guide is designed to meet the reference needs of financial aid administrators (FAAs), programmers, and data processing staff. In this guide, we describe updates and enhancements to the 2011-2012 application processing system. We recommend you review the information provided in this guide as some enhancements may require you to modify your office procedures and system operations.

This guide provides information about changes and enhancements made to the application processing system for 2011-2012, including the following topics:

  • Major changes to the 2011-2012 application processing system
  • Schedule for 2011-2012
  • 2011-2012 FAFSA, including information about ordering and distribution of FAFSA on the Web Worksheets
  • 2011-2012 Central Processing System (CPS), including database matches, edits, need analysis, communications sent to students, Institutional Student Information Records (ISIRs), and other notable changes

The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data.

The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, signature records, and the Academic Competitiveness Grant (ACG).

This posting includes the Table of Contents, Overview, EDE Processing, Record Layouts, Processing Codes, and Printing sections, as well as a revised version of the Record Layouts section (originally posted in draft form in August 2010). You can download each section individually or as one PDF file.

Federal Student Aid is pleased to announce the posting of the updated 2010-2011 ISIR Guide. We have posted an updated program file for EDExpress for Windows 2010-2011, Release 4.0 called CODImportExport11.dll. This file, when copied to your system, will update Direct Loan import logic to convert new MPN Status values sent by the Common Origination and Disbursement (COD) System to the correct EDExpress MPN Status values.

After you load the new program file to your system, the software will convert the MPN Status values of I (Inactive) and C (Closed) in COD Response files to the EDExpress MPN Status value of A (MPN Accepted) upon import. In addition, an MPN Status of P (Pending) in a COD Response file will be converted to the equivalent EDExpress MPN Status value of X (MPN Pending) upon import.

The CODImportExport11.dll file should be downloaded and copied into the EDExpress for Windows 2010-2011 program directory of all PC workstations in your office that have Release 4.0 installed. If EDExpress is installed on a local area network, you must copy this .dll file into the program directory for each workstation on which EDExpress is installed.

We have posted an updated program file for Direct Loan (DL) Tools for Windows, Release 10.0 called ImportExport10.dll. This file, when copied to your system, updates the Rebuild function to add conversion logic that will update any MPN Status values of I (Inactive) and C (Closed) in the Rebuild file to the EDExpress MPN Status of A (Accepted). It will also convert an MPN Status of P (Pending) in a Rebuild file to an EDExpress MPN Status of X (MPN Pending).

The ImportExport10.dll file should be downloaded and copied into the DL Tools for Windows program directory of all PC workstations in your office that have Release 10.0 installed. If DL Tools is installed on a local area network, you must copy this .dll file into the program directory for each workstation on which DL Tools is installed.

Federal Student Aid is pleased to announce the posting of the 2011-2012 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and a Web Demonstration (demo) site, located at http://fafsademo.test.ed.gov. The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites.

Federal Student Aid is pleased to announce the availability of the draft 2011-2012 Electronic Data Exchange (EDE) Technical Reference Record Layouts (including the ISIR Record Layout) and the ISIR Cross-Reference.

The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data.

The draft record layouts will ultimately become the Record Layouts section of the 2011-2012 EDE Technical Reference, scheduled for posting in October 2010. The draft cross-reference will be included in the Processing Codes section of the October release.

The following record layouts are included in this posting:

- EDE Record Level Error Report Import Record Layout
- ISIR Record Description/Data Dictionary
- FAFSA Application Export Record Layout
- Correction Export Record Layout
- Signature Record Export Record Layout


The Cross Reference table compares the fields in the 2010-2011 ISIR Record Layout with the fields in the 2011-2012 ISIR Record Layout, and is organized by the 2010-2011 fields.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2010-2011, Release 4.0. Release 4.0 updates the William D. Ford Direct Loan (Direct Loan) and Teacher Education Assistance for College and Higher Education Grant (TEACH Grant) modules to import and store exit counseling results files sent by the National Student Loan Database System (NSLDS). In addition, Release 4.0 updates the Direct Loan module to import and store entrance counseling results files sent by the Common Origination and Disbursement (COD) System.
Release 4.0 also updates the App Express module to import and store the new IRS Student Request Flag and IRS Parent Request Flag data elements added to the 2010-2011 Institutional Student Information Record (ISIR).

In addition to the Release 4.0 software, we have also posted the EDExpress 2010-2011, Release 4.0 Cover Letter, which provides detailed information regarding Release 4.0 enhancements, and an updated version of the EDExpress 2010-2011, Release 2.0 Desk Reference, which has been revised to include information and guidance regarding Release 4.0 enhancements.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 10.0, a supplemental software product for Direct Loan participants. Release 10.0 contains functionality for the 2008-2009, 2009-2010, and 2010-2011 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 10.0 Cover Letter and the DL Tools Release 10.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2010-2011, Release 3.0. Release 3.0 updates the William D. Ford Federal Direct Loan (Direct Loan) module to enable the import and storage of Direct PLUS and Grad PLUS loan data sent in the new PLUS Application Acknowledgment file. We have also modified the Direct Loan module in Release 3.0 to increase the maximum number of disbursements allowed for PLUS and Grad PLUS loans from four to 20.

Release 3.0 also updated EDExpress Global, Packaging, and Pell Grant functionality to incorporate the revised 2010-2011 Federal Pell Grant payment and disbursement schedules described in Dear Colleague Letter P-10-03.

In addition to the Release 3.0 software, we have also posted the EDExpress 2010-2011, Release 3.0 Cover Letter, which provides detailed information regarding Release 3.0 enhancements, and an updated version of the EDExpress 2010-2011, Release 2.0 Desk Reference, which has been revised to include guidance regarding importing and using the data sent in PLUS Application Acknowledgment files.

This file contains any quarterly updates and may be imported into your system, or DataPrep Software, for processing the Load Process Error file. Schools or servicers should ensure that this file is refreshed quarterly.

This file contains any quarterly updates and may be imported into your system, or DataPrep Software, for processing the Load Process Error file. The U.S. Department of Education is pleased to announce that the CPS Test System files for 2010-2011 have been updated to reflect the changes made to the maximum EFC.  The maximum Pell Grant Eligible EFC has been changed from 4617 to 5273. We are pleased to announce an enhancement to the NSLDS Professional Access Web site that allows school users to report exit counseling data to NSLDS, for exit counseling that was completed by means other than through NSLDS.  A school that conducts in-person exit counseling, for example, is able to upload an Excel spreadsheet to NSLDS containing student-specific data so the information collected during the counseling session is housed on NSLDS.  This allows schools to maintain all exit counseling data in one central location and offers comprehensive information to schools, lenders, and servicers when using NSLDS reporting functionality.  School users may upload and submit data using the NSLDS Exit Counseling Submittal Template spreadsheet.

The Department is pleased to announce the release of EDExpress for Windows 2010-2011, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2010-2011, Release 1.0 is the initial software release for the 2010-2011 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database).

At this time we are also releasing the EDExpress 2010-2011 Installation Guide, which includes download and installation instructions, the EDExpress 2010-2011, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, the EDExpress 2010-2011, Release 1.0 Desk Reference, and the EDExpress 2010-2011, Release 1.0 Desk Reference HERA Addendum. The desk reference provides step-by-step guidance on Global System and Security setup, Application Processing, and Packaging functionality in the software.
