The U.S. Department of Education is pleased to announce the availability of updated test files supporting the 2012-2013 CPS Test System. Users may be interested in testing with CPS if they develop their own software or are a software development company supplying schools with software that sends data to and receives data from the CPS.

The paper and electronic Application and ISIR Test System files no longer include test cases for edit 3048 (Reject 16). The Issues Log provides details on the issues and resolutions.

Federal Student Aid is pleased to announce the updated posting of the 2012-2013 Electronic Data Exchange (EDE) Technical Reference.

The EDE Technical Reference provides programmer specifications, record layouts, and other detailed information for schools or other organizations that need to design software systems to interface with Federal Student Aid’s application processing system, such as required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

The December 2011 update contains changes to the NSLDS Additional Eligibility Indicator fields in the Institutional Student Information Record (ISIR) Record Description/Data Dictionary and the Asset Threshold Exceeded fields in the Free Application for Federal Student Aid (FAFSA) Application Export Record Layout in the Record Layouts section.  It also includes minor revisions to the sample of the ISIR output document in the Printing section. For more information, consult the tracking log of changes posted with the reference as an appendix.

Federal Student Aid is pleased to announce the updated posting of the 2012-2013 ISIR Guide.  The ISIR Guide assists Financial Aid Administrators (FAAs) in interpreting student information on the Institutional Student Information Record (ISIR).  The term ISIR refers to all processed student information reported on the Free Application for Federal Student Aid (FAFSA), as well as key processing results and National Student Loan Data System (NSLDS) financial aid history information.  The ISIR is sent electronically to institutions by the Central Processing System (CPS).

The December 2011 update contains minor revisions to Appendix E to update the sample of the ISIR output document. For more information on the revisions, consult the tracking log of changes posted with the guide or Appendix F in the updated guide.

The latest copy of the Message Table Distribution file (messagtb) is now available on FSADownload. This file will automatically import into the EDconnect V7.2 software with your next connection to your SAIG mailbox. The new message class table contains three message classes for the Financial Management System (FMS), three message classes for Common Origination and Disbursement (COD), and four message classes for the National Student Loan Data System (NSLDS).

The U.S. Department of Education is pleased to announce the availability of the 2012-2013 cycle Application and ISIR test files as well as the 2012-2013 Comment Code text to aid users as they prepare for testing of their system with the CPS.

The 2012-2013 CPS Test System is scheduled to be available to users on December 18, 2011.

Also available is the updated 2012-2013 Application Processing System Specifications for Software Developers.  This version updates the parameters described in edit conditions 4030 and 4033 for Reject 20.

Federal Student Aid is pleased to announce the posting of the Summary of Changes for the Application Processing System.  This guide is designed to meet the reference needs of financial aid administrators (FAAs), programmers, and data processing staff.  In this guide, we describe updates and enhancements to the 2012-2013 application processing system and to the student and school Web products.  We recommend you review the information provided in this guide as some enhancements may require you to modify your office procedures and system operations.

This file contains any quarterly updates and may be imported into your system, or DataPrep Software, for processing the Load Process Error file. Federal Student Aid is pleased to announce the release of EDExpress for Windows 2011-2012, Release 4.0. Release 4.0 includes updates to Global and App Express functionality to coincide with the CPS modification implemented on October 23, 2011 that now assigns pseudo-Social Security Numbers (SSNs) starting with “666” to Pacific Islander students. The software change should be transparent to you when using the EDExpress interface with the FAA Access to CPS Online Web site to file applications or corrections for Pacific Islander students. Additionally, Release 4.0 incorporates updates to the Direct Loan module, including a new import edit report value for the MPN Status value of R sent by the Common Origination and Disbursement (COD) System and minor updates to labels printed on the Spanish version of the MPN.

At this time we are also releasing the EDExpress 2011-2012, Release 4.0 Cover Letter, which describes the enhancements included in this release and provides other important information.

We are pleased to announce the posting of the updated NSLDS Gainful Employment Submittal Template spreadsheet. This updated template provides additional instructions to assist users in submitting their Gainful Employment Data via spreadsheet upload submissions.  Additionally, the file size of the spreadsheet has been reduced to improve upload speed.
Note: NSLDS will continue to accept the original version of the NSLDS Gainful Employment Submittal Template as well as the updated version.

Federal Student Aid is pleased to announce the posting of the availability of the complete version of the 2012-2013 Electronic Data Exchange (EDE) Technical Reference.

The EDE Technical Reference provides programmer specifications, record layouts, and other detailed information for schools or other organizations that needed to design or build software systems to interface with Federal Student Aid’s application processing system.. 

The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, signature records, and the Academic Competitiveness Grant (ACG).

The posting adds 2012-2013 versions of the Cover, Table of Contents, Overview, EDE Processing, Processing Codes, and Printing sections. Updated versions of the Record Layouts section and the ISIR Cross Reference table (now part of the Processing Codes section), which have been modified from the drafts posted in July 2011, are also included in this posting.

We are pleased to announce the posting of the 2012-2013 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and a Web Demonstration (demo) site, located at fafsademo.test.ed.gov.

The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites.

We are pleased to announce the posting of the 2012-2013 EDExpress for Windows Packaging Technical Reference.

The EDExpress Packaging Technical Reference provides instructions and record layouts for schools and other organizations that need to integrate their software or systems with the EDExpress 2012-2013 Packaging module (available January 2012). Record layouts are included for all imports from external systems, such as Packaging Import External Add, Packaging Import External Change, and Packaging Import Add Funds. Packaging module setup guidance and setup worksheets are also provided.

Federal Student Aid is pleased to announce the updated posting of the 2011-2012 ISIR Guide

The August 2011 update includes a revision to delete reject reason P (Invalid SSN Range) as a result of the new Social Security Administration (SSA) guidelines for assigning Social Security Numbers (SSNs). Refer to the electronic announcements posted on June 23, 2011 and July 8, 2011 to the IFAP Web site for more information about this change.

Note: This change to reject reason P will be effective after we implement changes to Federal Student Aid systems in late October 2011 to accommodate the new SSN assignment guidelines. Please monitor the IFAP Web site for a forthcoming communication about the October 2011 system change.

The August 2011 update includes a revision to add comment 147 as a result of the new Social Security Administration (SSA) guidelines for assigning Social Security Numbers (SSNs). Once implemented, upcoming online reporting enhancements to the NSLDS Professional Access Web site will allow school users to report gainful employment data to NSLDS.  A school that chooses to use this method for reporting gainful employment records to NSLDS is able to upload a Microsoft Office Excel spreadsheet to NSLDS containing student records with corresponding gainful employment data elements. School users may upload and submit data, up to 50 records at a time, using the NSLDS Gainful Employment Submittal Template spreadsheet. For detailed information see the NSLDS Gainful Employment User Guide, section 3.6.

Federal Student Aid is pleased to announce the availability of the draft 2012-2013 Electronic Data Exchange (EDE) Technical Reference Record Layouts (including the ISIR Record Layout) and the ISIR Cross-Reference.

The EDE Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by Federal Student Aid for sending and receiving Free Application for Federal Student Aid (FAFSA) data. 

The draft record layouts will ultimately become the Record Layouts section of the 2012-2013 EDE Technical Reference, scheduled for posting in October 2011.  The draft cross-reference will be included in the Processing Codes section of the October release.

The following record layouts are included in this posting:

- EDE Record Level Error Report Import Record Layout
- ISIR Record Description/Data Dictionary
- FAFSA Application Export Record Layout
- Correction Export Record Layout
- Signature Record Export Record Layout

The Cross Reference table compares the fields in the 2011-2012 ISIR Record Layout with the fields in the 2012-2013 ISIR Record Layout, and is organized by the 2011-2012 fields.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2011-2012, Release 3.0. Release 3.0 adds enhancements to the William D. Ford Federal Direct Loan (Direct Loan) module to store and display new data fields sent in PLUS Application Acknowledgment (CRSP12OP) files, require a valid SAR/ISIR transaction number on PLUS and Grad PLUS loan records, and enable the printing of Spanish labels for the Master Promissory Note (MPN) and Disclosure Statement forms. Additionally, Release 3.0 updates the 2011-2012 Federal Pell Grant Payment and Disbursement Schedules used by the Packaging and Pell Grant modules.

At this time we are also releasing the EDExpress 2011-2012, Release 3.0 Cover Letter and an updated version of the EDExpress 2011-2012, Release 2.0 Desk Reference. The Release 3.0 Cover Letter describes the enhancements included in this release and provides other important information. The desk reference provides step-by-step guidance on Pell Grant, Direct Loan, and EDExpress COD functionality, including the enhancements added in Release 3.0.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 11.0, a supplemental software product for Direct Loan participants. Release 11.0 contains functionality for the 2009-2010, 2010-2011, and 2011-2012 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 11.0 Cover Letter and the DL Tools Release 11.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

Ford Federal Direct Loan functionality, as well as Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database) already available in Release 1.0.

The Department is pleased to announce the release of EDExpress for Windows 2011-2012, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2011-2012, Release 1.0 is the initial software release for the 2011-2012 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking and User Database).

At this time we are also releasing the EDExpress 2011-2012 Installation Guide, which includes download and installation instructions, the EDExpress 2011-2012, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, and the EDExpress 2011-2012, Release 1.0 Desk Reference, which provides step-by-step guidance on Global System and Security setup, Application Processing, and Packaging functionality in the software.
