Federal Student Aid is pleased to announce the updated posting of the 2013-2014 Electronic Data Exchange (EDE) Technical Reference.  The EDE Technical Reference provides programmer specifications, record layouts, and other detailed information for schools or other organizations that needed to design or build software systems to interface with U.S. Department of Education’s application processing system.

The December 2012 update corrects several field position issues in the Field Names and Position Cross-References table in the Processing Codes section.  These issues were originally discovered by a third-party software vendor and reported on the FSATECH listserv.

This guide is designed to meet the reference needs of financial aid administrators (FAAs), programmers, and data processing staff. In this guide, we describe updates and enhancements to the 2013-2014 application processing system and to the student and school Web products. We recommend you review the information provided in this guide as some enhancements may require you to modify your office procedures and system operations.

Federal Student Aid is pleased to announce the posting of the 2013-2014 ISIR Guide. The ISIR Guide assists Financial Aid Administrators (FAAs) in interpreting student information on the Institutional Student Information Record (ISIR). The term ISIR refers to all processed student information reported on the Free Application for Federal Student Aid (FAFSA), as well as key processing results and National Student Loan Data System (NSLDS) financial aid history information. The ISIR is sent electronically to institutions by the Central Processing System (CPS).

We are pleased to announce the posting of the 2013-2014 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and the CPS Web Applications Demonstration System, located at fafsademo.test.ed.gov.

The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites. Both testing environments will be available in December 2012.

Federal Student Aid is pleased to announce  the availability of the complete version of the 2013-2014 Electronic Data Exchange (EDE) Technical Reference.

The Electronic Data Exchange (EDE) Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by the U.S. Department of Education (ED) for sending and receiving Free Application for Federal Student Aid (FAFSA) data.  The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

This posting adds 2013-2014 versions of the Cover, Table of Contents, Overview, EDE Processing, Processing Codes, and Printing sections. Updated versions of the Record Layouts section and the ISIR Cross Reference table (now part of the Processing Codes section), which have been modified from the drafts posted in July 2012, are also included in this posting.

The EDconnect 8.2 is now available on the FSADownload website. The EDconnect Installation and User Guide has been updated with the new release of EDconnect 8.2 and is also available for download. EDconnect has been updated to include the following enhancements:
• Supports installation on Department of Education user computers that have FDCC security settings implemented
• Improved error logging
• The authentication timeout period extended to eliminate invalid time out errors
• The FSA Administration Group now defaults to “Production” with new installations
Upgrading to EDconnect 8.2 is not required for schools and institutions.

We are pleased to announce the posting of the 2013-2014 version of the EDExpress Packaging Technical Reference.

The EDExpress Packaging Technical Reference provides instructions and record layouts for schools and other organizations that need to integrate their software or systems with the EDExpress 2013-2014 Packaging module (available January 2013). Record layouts are included for all imports from external systems, such as Packaging Import External Add, Packaging Import External Change, and Packaging Import Add Funds. Packaging module setup guidance and setup worksheets are also provided.

The Electronic Data Exchange (EDE) Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by the U.S. Department of Education (ED) for sending and receiving Free Application for Federal Student Aid (FAFSA) data.  The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

The draft record layouts will ultimately become the Record Layouts section of the 2013-2014 EDE Technical Reference, scheduled for posting in October 2012.  The draft cross-reference will be included in the Processing Codes section of the October release.

The following record layouts are included in this posting:

- EDE Record Level Error Report Import Record Layout
- ISIR Record Description/Data Dictionary
- FAFSA Application Export Record Layout
- Correction Export Record Layout
- Signature Record Export Record Layout

The Cross Reference table compares the fields in the 2012-2013 ISIR Record Layout with the fields in the 2013-2014 ISIR Record Layout, and is organized by the 2012-2013 fields.

The July 2012 update contains minor revisions to add new National Student Loan Data System (NSLDS) postscreening codes for students who have exceeded, are close to exceeding, or are no longer exceeding or at risk of exceeding their maximum Federal Pell Grant eligibility. This update also includes an expanded description of the conditions causing Reject 21. For more information on the revisions, consult the tracking log of changes posted with the guide or in the Appendix.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 12.0, a supplemental software product for Direct Loan participants. Release 12.0 contains functionality for the 2010-2011, 2011-2012, and 2012-2013 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 12.0 Cover Letter and the DL Tools Release 12.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

The latest copy of the Host Communication Guide is now available on FSADownload. This new Host Communication Guide includes updates to the TDClient 3.2 supported platforms for AIX.  Users that are currently running AIX 5.3 (or below) must upgrade to AIX 6.1 or higher in order to run TDClient 3.2.

A new version of TDClient 3.2 for Solaris has been released and is now available.  This new version of TDClient 3.2 for Solaris now supports Solaris 9 and Solaris 10, up to Patch Level 10. This new version can be downloaded from the Federal Student Aid Download (FSADownload) web site. 

Also available is a new version of the SAIG Host Communications Guide.  The new version of the Host Communications Guide now includes updated TDClient 3.2 supported platform information.

We have posted an updated program file for EDExpress for Windows 2012-2013, Release 2.0, called DImportExportDLL13.dll. This file, when copied to your system, will enable you to import Direct Loan External Import Loan Origination Add files (message class DIEA13OP) that include loan records with an Interest Rebate Percentage value of 00000 (0%). The Budget Control Act of 2011 stipulated that all Direct Loans (including subsidized, unsubsidized, PLUS, and Grad PLUS loan types) must be calculated with a 0% interest rebate percentage if the earliest disbursement occurs on or after July 1, 2012.

The DImportExportDLL13.dll file should be downloaded and copied into the EDExpress for Windows 2012-2013 program directory of all PC workstations in your office that have Release 2.0 installed. If EDExpress is installed on a local area network, you must copy this .dll file into the program directory for each workstation on which EDExpress is installed.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2012-2013, Release 2.0. Release 2.0 is the second software release for the 2012-2013 award cycle and includes Federal Pell Grant, Teacher Education Assistance for College and Higher Education Grant (TEACH Grant), and William D. Ford Federal Direct Loan functionality, as well as Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database) already available in Release 1.0.

At this time we are also releasing the EDExpress 2012-2013, Release 2.0 Cover Letter and the EDExpress 2012-2013, Release 2.0 Desk Reference. The Release 2.0 Cover Letter includes a list of enhancements to Pell, TEACH Grant, Direct Loan, and EDExpress Common Origination and Disbursement (COD) functionality and other important information. The desk reference provides step-by-step guidance on Pell Grant, Direct Loan, and EDExpress COD functionality added in Release 2.0.

EDconnect 8.1.0 is now available on FSADownload.  The following updates have been made to the EDconnect software:

• Special characters are now accepted when entering a username.  E.g. John.O’Mally.fsa
• The “unattended transfer user ID” check box will be disabled when users log on for the first time to set up their profile.
• The Network Install feature has been updated to fix an issue with the EDconnect 8.0 installation for Network and Workstation Installations.

The EDconnect 8.1 Cover Letter and EDconnect 8.1 Installation and User Guide containing the updates for the above mentioned fixes are also now available of FSADownload.

Recently passed legislative changes impact the 2012-2013 Simplified Needs Test calculation in regard to the Auto Zero EFC edits.  Federal Student Aid is pleased to announce the availability of revised paper and electronic application and ISIR test system files.  The revisions accommodate the income threshold for the automatic Zero EFC flag change from $32,000 to $23,000 supporting the CPS Test System.  Users may be interested in testing with CPS if they develop their own software or are a software development company supplying schools with software that sends data to and receives data from the CPS.

The Department is pleased to announce the release of EDExpress for Windows 2012-2013, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2012-2013, Release 1.0 is the initial software release for the 2012-2013 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database).

At this time we are also releasing the EDExpress 2012-2013 Installation Guide, which includes download and installation instructions, the EDExpress 2012-2013, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, and the EDExpress 2012-2013, Release 1.0 Desk Reference, which provides step-by-step guidance on Global System and Security setup, Application Processing, and Packaging functionality in the software.
