Federal Student Aid is pleased to announce the posting of the final version of 2017-2018 Application Processing System Specifications for Software Developers. In this version, we corrected the third row under the Student’s Contribution column in the Adjusted Available Income (AAI) Taxation tables, corrected the header for the Business/Farm Net Worth Adjustment table, fixed incorrect year references in column headers in the Asset Protection Allowance (APA) table, and removed all references to the specifications as a "draft" from the document.

Federal Student Aid is pleased to announce the posting of a service release update for EDExpress for Windows 2016-2017, Release 2.0. This service release implements an enhancement to the William D. Ford Federal Direct Loan (Direct Loan) module that enables users to import a new Default Overpay Code value in PLUS Application Acknowledgement files (message class CRSP17OP). The service release also includes program files updates originally posted in May and July 2016, as well as software help text updates.

If you process Direct Loan records using EDExpress 2016-2017, you should run the service release installation file (Express17r21.exe) on all PC workstations in your office that have Release 2.0 installed. If you do not process Direct Loan records using EDExpress 2016-2017, you can skip the installation of this service release.

The Department is pleased to announce the release of EDExpress for Windows 2017-2018, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2017-2018, Release 1.0 is the initial software release for the 2017-2018 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database). Release 1.0 also includes setup, entry, import, and print functionality for the Financial Aid Shopping Sheet.

At this time we are also releasing the EDExpress 2017-2018 Installation Guide, which includes download and installation instructions, the EDExpress 2017-2018, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, and the EDExpress 2017-2018, Release 1.0 Desk Reference, which provides step-by-step guidance on Global System and Security setup, Application Processing, Packaging, and Financial Aid Shopping Sheet functionality in the software.

Federal Student Aid is pleased to announce the posting of the Summary of Changes for the Application Processing System.  This guide is designed to meet the reference needs of financial aid administrators (FAAs), programmers, and data processing staff.  In this guide, we describe updates and enhancements to the 2017-2018 application processing system and to the student and school Web products.  We recommend you review the information provided in this guide as some enhancements may require you to modify your office procedures and system operations.

The ISIR Guide assists Financial Aid Administrators (FAAs) in interpreting student information on the Institutional Student Information Record (ISIR).  The term ISIR refers to all processed student information reported on the Free Application for Federal Student Aid (FAFSA®), as well as key processing results and National Student Loan Data System (NSLDS) financial aid history information.  The ISIR is sent electronically to institutions by the Central Processing System (CPS).

We are pleased to announce the posting of the 2017-2018 EDExpress for Windows Packaging Technical Reference.

The EDExpress Packaging Technical Reference provides instructions and record layouts for schools and other organizations that need to integrate their software or systems with the EDExpress 2017-2018 Packaging module (available October 2016). Record layouts are included for all imports from external systems, such as Packaging Import External Add, Packaging Import External Change, and Packaging Import Add Funds. Packaging module setup guidance and setup worksheets are also provided.

We have posted an updated program file for EDExpress for Windows 2016-2017, Release 2.0, called DImportExportDLL17.dll. This file, when copied to your system, resolves an external import issue in the Direct Loan module in Release 2.0. If you do not use the EDExpress 2016-2017 Direct Loan module or Direct Loan external import files, you can disregard this update.

The DImportExportDLL17.dll file should be downloaded and copied into the EDExpress for Windows 2016-2017 program directory of all PC workstations in your office that have Release 2.0 installed. If EDExpress is installed on a local area network, you must copy this .dll file into the program directory for each workstation on which EDExpress is installed.

The process allows schools to create a spreadsheet containing Perkins Loan data elements for upload submittals on the NSLDS Professional Access Web site.

Federal Student Aid is pleased to announce the availability of the complete version of the 2017-2018 Electronic Data Exchange (EDE) Technical Reference.

The Electronic Data Exchange (EDE) Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by the U.S. Department of Education (ED) for sending and receiving Free Application for Federal Student Aid (FAFSA®) data.  The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

This posting adds 2017-2018 versions of the Cover, Change History Table, Table of Contents, Overview, EDE Processing, and Printing sections.

We are pleased to announce the posting of the 2017-2018 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and the CPS Web Applications Demonstration System, located at fafsademo.test.ed.gov.

The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites. Both testing environments will be available in late September 2016.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 16.0, a supplemental software product for Direct Loan participants. Release 16.0 contains functionality for the 2014-2015, 2015-2016, and 2016-2017 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 16.0 Cover Letter and the DL Tools Release 16.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

The 2016-2017 SAR Comment Codes and Text document is designed as a standalone guide, as well as a companion to the 2016-2017 Electronic Data Exchange (EDE) Technical Reference.  This guide includes a description of changes to the comments for 2016-2017, and also provides the complete text for all 2016-2017 comments.

The May 2016 update contains the following revisions:
• Updated the action needed for comment code 013 to update the Correction Application Coordinator’s phone number to (334) 206-7280.
• Revised comment codes 125, 127, and 128 to update 2016-2017 corrections deadline references.
• Revised the mailing address referenced in comment code 139.
• Removed comment 245 and references to this comment.
• Revised the agency name referenced in comment code 316.

We have posted an updated program file for EDExpress for Windows 2016-2017, Release 2.0, called DLReport17.dll. This file, when copied to your system, resolves an issue in the Direct Loan module in Release 2.0 that caused inaccurate summary information and calculations to print on the final page of the List-Actual Disbursements and List-Anticipated Disbursements reports.

The DLReport17.dll file should be downloaded and copied into the EDExpress for Windows 2016-2017 program directory of all PC workstations in your office that have Release 2.0 installed. If EDExpress is installed on a local area network, you must copy this .dll file into the program directory for each workstation on which EDExpress is installed.

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2016-2017, Release 2.0. Release 2.0 is the second software release for the 2016-2017 award cycle. Release 2.0 adds full Federal Pell Grant, William D. Ford Federal Direct Loan, and Teacher Education Assistance for College and Higher Education Grant (TEACH Grant) functionality, as well as Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database) already available in Release 1.0.

Along with the Release 2.0 software, we have also posted the EDExpress 2016-2017, Release 2.0 Cover Letter and the EDExpress 2016-2017, Release 2.0 Desk Reference. The Release 2.0 Cover Letter describes enhancements to Pell Grant, TEACH Grant, Direct Loan, and EDExpress Common Origination and Disbursement (COD) functionality and other important information. The desk reference provides step-by-step guidance on Pell Grant, Direct Loan, and EDExpress COD functionality added in Release 2.0.
