Federal Student Aid is pleased to announce the availability of the draft 2019-2020 Electronic Data Exchange (EDE) Technical Reference. This draft includes the Record Layouts and that Processing Codes sections.

The Electronic Data Exchange (EDE) Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by the U.S. Department of Education (ED) for sending and receiving Free Application for Federal Student Aid (FAFSA®) data.  The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

The following record layouts are included in this draft:

• EDE Record Level Error Report Import Record Layout
• ISIR Record Description/Data Dictionary
• Free Application for Federal Student Aid (FAFSA) Application Export Record Layout
• Correction Export Record Layout
• Signature Record Export Record Layout

The ISIR Cross-Reference in the Processing Codes section compares the fields in the 2018-2019 ISIR Record Layout with the fields in the 2019-2020 ISIR Record Layout and is organized by the 2018-2019 fields.

Federal Student Aid is pleased to announce the updated posting of the 2018-2019 Summary of Changes for the Application Processing System guide. This guide is designed to meet the reference needs of financial aid administrators (FAAs), programmers, and data processing staff and describes updates and enhancements to the 2018-2019 application processing system and to the student and school Web products.

The December 2017 version of the guide updates the last paragraph of the “Redefined Age Range for Homeless Youth” sub-section of the FAA Access Application Processing Changes section to correct the conditions that cause the special circumstances message in FAA Correction Entry and the description of how FAAs can respond to the message.

Federal Student Aid is pleased to announce the posting of a service release update for EDExpress for Windows 2018-2019, Release 1.0. This service release resolves multiple software issues in Global, Application Processing, and Packaging functionality and implements enhancements to bulk printing.

You should run the service release installation file (Express19r1.1.exe) on all PC workstations in your office that have Release 1.0 installed. You must install Release 1.0 before you can install this service release.

Federal Student Aid is pleased to announce the updated posting of the 2018-2019 ISIR Guide. The ISIR Guide assists Financial Aid Administrators (FAAs) in interpreting student information on the Institutional Student Information Record (ISIR). The term ISIR refers to all processed student information reported on the Free Application for Federal Student Aid (FAFSA®), as well as key processing results and National Student Loan Data System (NSLDS) financial aid history information. The ISIR is sent electronically to institutions by the Central Processing System (CPS).

In the November 2017 version of the guide, we corrected an incorrect year reference in the Parent IRS Display Flag field, revised the DHS Verification Number text to describe changes to the G-845 process, updated the fields that are masked on the printed ISIR, and removed the IRS Data Available Flag from the sample ISIR. For more information, consult the Change History Table added to the beginning of the guide.

A mandatory software patch is being made available to all EDconnect users. This mandatory update must be applied to all existing EDconnect software versions by November 30, 2017 in order to continue using EDconnect without disruption to service. The EDconnect 8.x patch can be downloaded from the FSADownload.ed.gov website.

Federal Student Aid is pleased to announce the posting of a service release update for EDExpress for Windows 2017-2018, Release 2.0. This service release implements enhancements to the Federal Pell Grant (Pell Grant) module enabling you to award eligible students up to 150% of their scheduled award in a single award year by selecting the Additional Eligibility Indicator on the origination record. The service release also resolves software issues in the Pell Grant and Direct Loan modules and includes software help text updates.

If you process Pell Grant or Direct Loan records using EDExpress 2017-2018, you should run the service release installation file (Express18r21.exe) on all PC workstations in your office that have Release 2.0 installed. If you do not process Pell Grant or Direct Loan records using EDExpress 2017-2018, you can skip the installation of this service release.

Federal Student Aid is pleased to announce the posting of an update to the 2018-2019 SAR Comment Codes and Text reference guide. The 2018-2019 SAR Comment Codes and Text document is designed as a standalone guide, as well as a companion to the 2018-2019 Electronic Data Exchange (EDE) Technical Reference.  This guide includes a description of changes to the comments for 2018-2019, and provides the complete text for all 2018-2019 comments.

In the October 2017 version of the guide, we updated the “Action Needed” guidance for comments 046, 105, 109, 142, 144, 400, and 401.  We also revised the G-845 secondary confirmation process notes under the DHS Secondary Confirmation Match in the Database Match Results section.  For more information, consult the Change History Table at the beginning of the guide.

The Department is pleased to announce the release of EDExpress for Windows 2018-2019, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2018-2019, Release 1.0 is the initial software release for the 2018-2019 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database). Release 1.0 also includes setup, entry, import, and print functionality for the Financial Aid Shopping Sheet.

Note: We redesigned the EDExpress software for 2018-2019 to implement software enhancements that improve usability, increase security, and eliminate outdated functionality. For important technical information and guidance on new and revised functionality, see the documentation posted with Release 1.0, including the EDExpress 2018-2019 Installation Guide, which includes download and installation instructions, the EDExpress 2018-2019, Release 1.0 Cover Letter, which includes a list of Release 1.0 enhancements, and the EDExpress 2018-2019, Release 1.0 Desk Reference, which provides step-by-step guidance on Global, Application Processing, Packaging, and Financial Aid Shopping Sheet functionality in the software.

Federal Student Aid has posted an updated version of EDExpress for Windows 2017-2018, Release 2.0. The reposted version of Release 2.0 addresses a change in the minimum Microsoft Internet Explorer (IE) version requirement for accessing Federal Student Aid Web sites. If you are currently running EDExpress 2017-2018, Release 1.0 (posted in October 2016) or Release 2.0 (posted in April 2017) and you want to continue to use the software’s interface with the FAA Access to CPS Online Web site, you must install this updated version of Release 2.0.

Note: If you do not interface with the FAA Access to CPS Online Web site using EDExpress 2017-2018, you can disregard the reposted version of Release 2.0.

To install the updated Release 2.0, select the Stand Alone Custom or Workstation Custom option during installation, depending on your EDExpress operating environment. If you are running in a networked environment, run the Workstation Custom installation on each workstation. If you have any questions, review the EDExpress for Windows 2017-2018 Installation Guide.

We are pleased to announce the posting of the 2018-2019 EDExpress for Windows Packaging Technical Reference.

The EDExpress Packaging Technical Reference provides instructions and record layouts for schools and other organizations that need to integrate their software or systems with the EDExpress 2018-2019 Packaging module (available late September 2017). Record layouts are included for all imports from external systems, such as Packaging Import External Add, Packaging Import External Change, and Packaging Import Add Funds. Packaging module setup guidance and setup worksheets are also provided.

We are pleased to announce the posting of the 2018-2019 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and the CPS Web Applications Demonstration System, located at fafsademo.test.ed.gov.

The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites. Both testing environments will be available in late September 2017.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 17.0, a supplemental software product for Direct Loan participants. Release 17.0 contains functionality for the 2015-2016, 2016-2017, and 2017-2018 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

In addition to the software, the DL Tools Release 17.0 Cover Letter and the DL Tools Release 17.0 Installation Guide are available for download. These documents contain important information regarding DL Tools functionality, enhancements, and installation that you should review.

The Release 2.0 Cover Letter describes enhancements to Pell Grant, TEACH Grant, Direct Loan, and EDExpress Common Origination and Disbursement (COD) functionality and other important information.
