The Department is pleased to announce the release of EDExpress for Windows 2020-2021, Release 1.0. EDExpress is a fully integrated software package provided by the U.S. Department of Education that allows schools to process, package, and manage student financial aid records electronically in an easy-to-use Windows format.

EDExpress 2020-2021, Release 1.0 is the initial software release for the 2020-2021 award cycle and includes Application Processing, Packaging, and Global functionality (such as Security setup, Document Tracking, and User Database). Release 1.0 also includes setup, entry, import, and print functionality for the College Financing Plan.

For important technical information and guidance on new and revised functionality in Release 1.0, see the documentation posted with the software, including the EDExpress 2020-2021 Installation Guide, which includes download and installation instructions, the EDExpress 2020-2021, Release 1.0 Cover Letter, which includes an overview of Release 1.0 enhancements, and the EDExpress 2020-2021, Release 1.0 Desk Reference, which provides step-by-step guidance on Global, Application Processing, Packaging, and College Financing Plan functionality in the software.

We are pleased to announce the posting of the 2020-2021 EDExpress for Windows Packaging Technical Reference.

The EDExpress Packaging Technical Reference provides instructions and record layouts for schools and other organizations that need to integrate their software or systems with the EDExpress 2020-2021 Packaging module (available late September 2019). Record layouts are included for all imports from external systems, such as Packaging Import External Add, Packaging Import External Change, and Packaging Import Add Funds. Packaging module setup guidance and setup worksheets are also provided.

Federal Student Aid is pleased to announce the posting of EDExpress for Windows 2019-2020, Release 3.0. This release resolves several software issues occurring in Release 2.0 (originally posted on March 29, 2019) and earlier versions of EDExpress. It also relabels all functionality related to the Financial Aid Shopping Sheet to reference the College Financing Plan, the new name implemented by Federal Student Aid for the document.

You should run the Release 3.0 installation file (Express20r3.exe) on all PC workstations in your office that have Release 2.0 installed. For additional information regarding this service release, see the related electronic announcement posted in August 2019 to the Information for Financial Aid Professionals (IFAP) Web site.

Along with the Release 3.0 software, we have also posted an updated version of the EDExpress 2019-2020, Release 1.0 Desk Reference with a revised College Financing Plan appendix for additional guidance.

We are pleased to announce the posting of the 2020-2021 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and the CPS Web Applications Demonstration System, located at fafsademo.test.ed.gov.

The mainframe portion of the CPS Test System is designed to test application and correction data processing between your system and the CPS outside the production environment. The Web portion of the CPS Test System contains demo versions of both the FAFSA on the Web and FAA Access to CPS Online Web sites. Both testing environments will be available in late September 2019.

The U.S. Department of Education is pleased to announce the availability of Direct Loan (DL) Tools for Windows, Release 19.0, a supplemental software product for Direct Loan participants. Release 19.0 contains functionality for both the 2018-2019 and 2019-2020 cycles.

All Direct Loan schools can use the Compare and Cash Management functionality. The Rebuild function is used by schools to rebuild accepted Direct Loan records in EDExpress for Windows databases. However, non-EDExpress users can export data from a rebuilt EDExpress database to recreate non-EDExpress loans or databases.

Federal Student Aid is pleased to announce the posting of an EDExpress for Windows 2018-2019, Release 3.0 program file that resolves a Pell Grant Year-to-Date (YTD) import issue in the Federal Pell Grant (Pell Grant) module.

The program file posted to the FSAdownload Web site is a dynamic link library (DLL) file called Pell19.dll file. It should be downloaded and copied into the EDExpress for Windows 2018-2019 program directory of all PC workstations in your office that have Release 3.0 installed. You must install Release 3.0 before you can load this program file. We also recommend you install the November 2018 service release before loading this program file.

We are pleased to announce the posting of the updated 2019-2020 CPS Test System User Guide. This guide provides instructions for using Federal Student Aid’s Central Processing System (CPS) Test System, which includes two testing environments: a mainframe test environment and the CPS Web Applications Demonstration System, located at fafsademo.test.ed.gov.

In this update, we revised the “CPS Web Applications Demonstration System” section to remove instructions for logging into the Web Demo system. In January 2019, Federal Student Aid removed the login process for the Web Demo system; you are no longer required to provide the user name and password documented previously in the guide. See the Change History log in the guide for a complete list of the revisions.

Federal Student Aid is pleased to announce the posting of the 2019-2020 ISIR Guide.  The ISIR Guide assists Financial Aid Administrators (FAAs) in interpreting student information on the Institutional Student Information Record (ISIR).  ISIRs contain processed student information reported on the Free Application for Federal Student Aid (FAFSA®), as well as key processing results and National Student Loan Data System (NSLDS®) financial aid history information.  ISIRs are sent electronically to institutions by the Central Processing System (CPS).

Federal Student Aid is pleased to announce the release of EDExpress for Windows 2018-2019, Release 3.0. Release 3.0 is the third software release for the 2018-2019 award cycle. It adds new functionality to the Federal Pell Grant (Pell Grant) module that enables you to import Pell Grant School Account Statement (SAS) files and compare the imported SAS data to Pell Grant award, disbursement, and cash data in your EDExpress 2018-2019 database. Release 3.0 also includes updates to import functionality for entrance and exit counseling results for Teacher Education Assistance for College and Higher Education (TEACH) Grant awards and resolves multiple software issues from prior releases.

This technical reference provides sufficient programmer specifications, record layouts and other detailed information for schools or other organizations that need to design systems or software to interface with FSA’s application processing system and/or EDExpress software. The EDExpress software is provided by the U.S. Department of Education (ED) for sending and receiving Free Application for Federal Student Aid (FAFSA®) data.

This posting adds 2019-2020 versions of the Cover, Table of Contents, Change History log, Overview, EDE Processing, Processing Codes, and Printing sections. We also included the Record Layouts and Processing Codes sections, which were posted originally in May 2018, in this posting.

Federal Student Aid is pleased to announce the availability of the draft 2019-2020 Electronic Data Exchange (EDE) Technical Reference. This draft includes the Record Layouts and that Processing Codes sections.

The Electronic Data Exchange (EDE) Technical Reference provides sufficient programmer specifications and information to design or build your own software to complement or take the place of the EDExpress software provided by the U.S. Department of Education (ED) for sending and receiving Free Application for Federal Student Aid (FAFSA®) data.  The EDE Technical Reference includes information about record layouts, required edits, print assistance, and reject messages that are applicable for electronic FAFSAs, Institutional Student Information Records (ISIRs), electronic corrections, and signature records.

The following record layouts are included in this draft:

• EDE Record Level Error Report Import Record Layout
• ISIR Record Description/Data Dictionary
• Free Application for Federal Student Aid (FAFSA) Application Export Record Layout
• Correction Export Record Layout
• Signature Record Export Record Layout

The ISIR Cross-Reference in the Processing Codes section compares the fields in the 2018-2019 ISIR Record Layout with the fields in the 2019-2020 ISIR Record Layout and is organized by the 2018-2019 fields.

The latest copy of the Perkins Threshold, Error Code, and Field Code (TEF) file is now available on the FSA Download Web site. This file contains any quarterly updates and may be imported into your system, or DataPrep Software, for processing the Load Process Error file. Schools or servicers should ensure that this file is refreshed quarterly.

This file contains any quarterly updates and may be imported into your system, or DataPrep Software, for processing the Load Process Error file. GAs or their servicers should ensure that the file is refreshed at a minimum quarterly.

The latest version of the NSLDS GA DataPrep software is now available on the FSAdownload website. The updated software is compatible with Windows 2000 or later.
